POLICE REPORTS Neal Edgar Lucas, 40, of Thornton, was charged by the Daviess County Sheriff's office Wednesday with two counts of theft by deception over $100 and theft by deception under $100. Donald Ray Fogle, 18, of 3626 Winchester Drive, was charged by Owensboro police Thursday with theft by unlawful taking over $100. The Daviess County Sheriff's office also charged Fogle with theft by unlawful taking over $100. Terry E. Littleton, 18, of Route 2, Utica, was charged by Owensboro police Thursday with theft by unlawful taking over $100.

Ann Harmon, 41, of Clovis, N.M., was treated and released from Owensboro-Daviess County Hospital Thursday with minor injuries from a traffic accident. Owensboro police said a car driven by Ms. Harmon, a car driven by Lisa J. Roberts, 17, of Route 2, Philpot, and a car driven by April L.

Phegley, 17, of Box 5, Whitesville, collided at 8:14 a.m. Thursday at the corner of Old Hartford Road and Southeastern Parkway. Police said a fourth car driven by Cynthia K. Cook, 17, of I Route 1, Philpot, came over and saw the pileup. Ms.

Cook told police when she tried to stop her car, it slid on ice and struck a mail box. All of the vehicles were northbound on Old Hartford Road. No charges were filed. Clothing valued at $200 was reported stolen to Owensboro police Monday from the Sportscenter at 1215 Hickman Ave. Owensboro police listed nothing as missing from any of the following burglaries: a break-in Monday at a business in the 800 block of West Ninth Street; a break-in Tuesday at a business in the 1100 block of East 18th Street; a break-in Wednesday at an apartment in the 700 block of Wing Avenue; a break-in Tuesday at an apartment in the 1700 block of McConnell Avenue; and a break-in Wednesday at a house in the 100 block of East 20th Street.

Owensboro police received a report of a break-in Wednesday at a business in the 3300 block of Frederica Street. Television or radio equipment valued at $320 was taken. Owensboro police said a bicycle valued at $175 was taken in a burglary reported Tuesday at a house in the 2200 block of St. James Court. The season total was 63,000,000 pounds more than during the same stage of sales during last season and the average is $14.77 higher. Owensboro had the best average of the day at $182.94 on the sale of 527,682 pounds of burley and Bloomfield reported an average of $182.77 on auctions for 78,580 pounds. The low average Thursday was Danville's $178.55 on the sale of 659,982 pounds. Lexington, the world's largest market, handled 3,323,311 pounds of burley at an average of $181.45.

Brown III was fined $50 for ticket scalping but at one point in the proceedings, an arrest warrant was issued for the governor's son. The 19-year-old Transylvania University student did not answer a docket call Wednesday in Fayette District Court, and Judge John Adams said he ordered court officials to issue an arrest warrant for him. There was a flurry of calls between the governor's office in Frankfort and several points in Lexington before an attorney appeared on behalf of the younger Brown and entered a guilty plea. The governor's press secretary, Frank Ashley, said the episode was "a simple misunderstanding." Ashley said the younger Brown thought he was "supposed to be there (in court) on the 20th." He said that Brown was on a Christmas vacation from school.

Police arrested Brown and charged him with ticket scalping along with more than 30 other people on Dec. 11 when the Rolling Stones appeared in Rupp Arena. Court records did not indicate how many tickets Brown was attempting to sell or how much he was asking for them. Judge Adams said that Lexington attorney James Ishmael Jr. appeared in court and told him that Brown intended to plead guilty and pay the fine.
